Our board

We are part of the Thirteen housing group. This means that Thirteen is our parent organisation, overseeing the business and strategic direction of the partners in the group.

The partners are:

Each of the landlords has their own Boards – a group of people who ensure that your landlord is performing effectively and that the strategic decisions that have been made are fulfilled.

Housing Hartlepool Board

  Chair - Julie Clarke Julie is a partner in a consultancy firm whose primary clients are local authorities and the housing association sector. She is also a Senior Lecturer in the Department of Architecture and the Built Environment in the Faculty of Engineering and Environment at Northumbria University. She has held previous non-executive directorships at Nomad and Enterprise Housing Association. Julie has been a member of Housing Hartlepool Board since 2010 and was appointed to the position of Chair in 2014. Julie also sits on the Thirteen Board.
  Marjorie James Marjorie is a councillor with Hartlepool Borough Council.
  Stephen Akers-Belcher Stephen is a councillor with Hartlepool Borough Council.
  Ian Brown Ian has a breadth of skills and experience ranging from strategic and operational work in housing, to board director and Community Governor experience in education. Ian is a Fellow of the Chartered Institute of Housing and a member of the Institute’s North East Regional Board. He is also a member of the Royal Chartered Institute of Environmental Health. As the Head of Communities for living, Ian led on the development of neighbour plans (integrated with local offers) and the development of the first sustainable communities’ strategy. He also has direct experience of working with care and support to develop services for vulnerable people.
  Lead Executive - Russell Thompson Group Director of Property, Russell joined Thirteen in 2015 after many years’ experience working at a senior level, most recently having spent the last ten years as a consultant supporting numerous organisations around the country. He has significant experience of property, asset management, construction and is a Fellow of the Chartered Institute of Building. Russell has previously been a board member of Havelock Housing (part of the Longhurst Group) and has also been a board member of a Furniture Recycling Charity and a Mediation Service. Russell is the lead executive for Housing Hartlepool, ensuring the effective delivery of its business and operational plans.
